What is a chapter 5-17?

Okay so I know it is like for the benefit of the government and my buddies told me the nick name is the "Early ETS" because your considered ETSing and i was also told that it can't prevent you from going back into the military but there might be a wait period even the VA in Dallas told me this and all my NCO's as well and it is a honorable discharge so my question is how much does it actually effect you from trying to reenlist back into the army? Oh and I even talk to a military lawyer and they told me I could go back in so my next question is all they are telling me is what they are telling me all true or are they just trying to make me feel better?
