Is there some sort of military rule or regulation that states an nco must be respectful towards lower enlisted?

i honestly dont know, but i know a soldier whos nco treats them like total **** and then writes them up for being disrespectful. so i need to know is there some army reg or military reg that states an nco has to be respectful towards a lower enlisted person?
