RAF WSOp NCO question?

Non commissioned officers in the RAF( WSOp); what does it mean to be "non commissioned" And why are they called non commissioned officers? Are they less respected? Are they treated like the rest; by that I mean Is it still a 'proper' full time RAF job? Thank-you for any answers =)
